Executive Summary

The Payson region proudly recognizes itself as being at the “Heart” of Arizona. It is renowned for its beauty, recreational opportunities and, more recently, its dynamic business environment. According to the Small Business Development Center, small businesses are the core of our economy and in Arizona they make up over 98% of all business firms and employ more than 60% of the private sector work force. On a smaller scale, Payson has been successful in attracting small manufacturers to the area and will continue to attract these firms, while remaining focused on the retention and expansion of its existing businesses.    
 
The Payson area has the benefit of a substantial tourism base, which brings in sizeable revenues. Sales tax receipts have increased from 1999 to 2003. In order to tap into the full potential of this market base, Payson needs to provide a diverse mix of businesses within the community to meet the needs of all its potential and current customers. This means that the Payson area needs to focus on the retention and expansion of its current business base, while attracting new business into the community. Since Payson relies on sales tax revenue, an expanded tax base will result in a better quality of life for all residents.
 
A primary priority is to improve relationships with our existing businesses by opening the lines of communication, providing assistance with business programs, and resolving issues or concerns. Companies need to know that Northern Gila County Economic Development Corporation (NGCEDC) is interested in their financial well-being and, should their business have expansion plans, NGCEDC is here to assist.
 
NGCEDC interviewed thirty industrial/manufacturing/capital-intensive companies in Payson over a two-month period from May through June 2006. The data gathered was collected through confidential, on-site interviews with Payson businesses; and was entered into a secure database where the findings could be analyzed. Using a combination of sophisticated survey instruments and this customized computer software, the program evaluates each company’s:
 
  • Value to the community
  • Growth potential
  • Risk of relocation or downsizing
  • Satisfaction with the community and its services
  • Employment trends
  • Trends within and across industry sectors
